Editorial policies
The electronic scientific journal “Science. Society. State” was created for research teams of the higher education institutions to transfer knowledge and practice, generate new information and acquaint readers with significant Russian and world achievements in the humanities and social sciences.
The editorial policy prioritises exploring the main trends and development directions of Russian law in comparison with the law in the states around the world, forming the legal policy of the state at the present stage, studying the historical and legal challenges in theory and practice of various branches of law, as well as conducting sociological research and examining the issues in philosophical sciences.
The focus of the journal is to promote fruitful international cooperation in the field of social sciences, to attract world-class scientists to collaboration within the journal, to involve young scientists in research on legal, sociological and historical sciences. This task is achieved through the possibility of publishing articles in English and favouring articles authored by scientists, including young scientists, from various states.
In modern conditions, when the number of scientific publications is growing almost exponentially, the image of the journal can only be ensured by maintaining a consistently high level of content. The multi-stage peer review system that exists in the journal allows selecting only the best articles that present significant findings and results with regard to good practices of foreign scientists in the focus areas and with reference to the Russian and world scientific community.
All materials published in the journal are carefully reviewed. To optimise the selection process, all articles are first checked through the anti-plagiarism system (Antiplagiat) and only then forwarded for peer review. During the expert examination, the reviewer analyses the report on the verification of the authenticity of the manuscript in order to assess the reliability of the identified quotations and self-citations. Reuse by the author of his/her previously published texts without reference to the source or in amount not justified by the purpose of quoting is recognized as unfair self-quotation and is not acceptable. The author is allowed to cite his/her past publications if the new article follows a previously initiated study. Revision of the text in order to increase its authenticity is seen as a serious ethical violation. The author is not allowed to repeat ideas and duplicate scientific findings and results already published in print or electronic version.
The journal is committed to the policy of ensuring maximum accessibility of published materials for scientists. All articles in the archival and current issues of the journal are posted in the open access mode on the journal website, as well as in the Russian and foreign electronic libraries and information databases on the Internet. The journal preserves the traditions and constantly develops, including through the experience of the leading publishing houses around the world. The editorial board makes every effort to properly present the findings and results of Russian and foreign scientists to the international scientific community.
Open access policy
The journal is in the public domain. This means that all content is available free of charge to users for reading, downloading, copying, disseminating, printing, searching or finding the full text of journal articles at a link without prior permission from the publisher and author. This policy is based on the principles of open access.
The journal ensures the widest possible accessibility of published materials for scientists. All articles in the archival and current issues are posted in the open access mode on the journal website and on the platforms of the electronic libraries and information databases on the Internet. The use of journal materials for commercial purposes is prohibited.
Archiving
The articles of the electronic scientific journal “Science. Society. State” are archived in the scientific electronic libraries eLIBRARY.RU and CyberLeninka and in the electronic library system of the Lan Publishing House.
Disclosure policy and conflict of interests
Unpublished data obtained from submitted manuscripts are not used in personal research without the written consent of the author. Information or ideas acquired during the review and related to possible benefits are kept confidential and are not used for personal gain. Reviewers do not participate in the review of manuscripts, when there is a conflict of interests due to competitive, collaborative and other interactions and relations with any of the authors, companies or organisations associated with the submitted manuscripts.
Copyright
Authors publishing the articles in the journal agree to the following:
1. Authors retain the copyright to the article and grant the journal the right to first publish the article under the terms of the Creative Commons Attribution License, which allows other party to redistribute the article as long as references to the authors and the original articles in the journal are given.
2. Authors maintain the right to enter into specific contractual arrangements regarding the non-exclusive distribution of the published version of the article (for example, placing in an institutional archive, publishing in a book) with reference to its original publication in the journal.
3. Authors have the right to post their article on the Internet (for example, in an institutional archive or personal website) before and during its review by the journal, as this can lead to productive discussion and more references to this manuscript (Effect of Open Access).
Privacy
Full names and e-mail addresses entered on the journal website will be used solely for the purposes indicated by the journal and will not be used for any other purposes or provided to other individuals and organisations.
Retraction
If the editorial board decides to withdraw the manuscript based on its examination or information received by the editorial office, the journal will inform the author / authors about the decision. The author (leading author in case of collective authorship) should be familiarised with the statement justifying the retraction of the article. If the author or authors ignore the request of the editorial board, it is appropriate to address the Council on Scientific Publications Ethics.
Having decided to retract the article, the editorial board indicate the reason for retraction (for example, in case of detecting plagiarism the source should be given) and date of retraction. The article and the abstract remain on the journal website as part of the corresponding issue of the journal, but the electronic version of the manuscript is marked with the inscription RETRACTED and date of retraction, the same mark is placed near the article in the table of contents of the issue – N.B.
The reasons for retracting the article are as follows:
• detecting incorrect quotation (plagiarism) in the manuscript;
• duplicating an article in several publications;
• revealing falsifications or fabrications in the manuscript (for example, manipulation of experimental data);
• detecting serious errors in the manuscript (for example, incorrect interpretation of the results), which undermine its scientific value;
• incorrect listing of authors (a person who is worthy to be an author is not mentioned; persons who do not meet the authorship criteria are included);
• hidden conflict of interest (and other violations of publication ethics);
• republishing the article without the consent of the author;
• omitting the review of the article;
• violating copyright or common scientific ethics due to the publication of the article.
